I was watching this video and it doesn't really go further than this but the age of drift missiles are over because the Japanese police will impound your car if it looks no good.

On top of this everywhere, street racing and takeovers have local governments pressing for stronger car modification regulations, an loud exhaust and a ton of other performance based modifications have been singled out because the cars that police catch doing donuts and racing have these mods. Everywhere you go its been something or another from California's exhaust rules to Virginia's tint rules but Japan its worse. Anywhere you're caught with a beat up car that you might be drifting in, even without proof and just strong suspicion the Japanese police can and will impound your car.
