Axys and its employees now serve as a de-facto corpocracy on several independent worlds, using its interstellar reach and total control over vital water and mineral wealth to puppeteer local governments. Under a plan devised by Dr. Halsey, the UNSC hopes to make use of this connection by infiltrating tertiary Axys facilities to redirect supplies and inject carefully-crafted misinformation which will weaken the corporate-backed independence movements.
